Today, Daniel Andrews announced a plan to build a new suburban railway system even though he has no idea how much it will actually cost, who is going to pay for it, and how long Victorians will actually have to wait until it is finished. This is another pragmatic, yet pie in the sky announcement which typifies the Andrews government.
