When conservatives renege on election-time promises not to raise taxes, they tend not to be forgiven in a hurry. ‘Read my lips: no new taxes’, promised George H.W. Bush, words that Bill Clinton did not let Americans forget. John Major also promised not to raise taxes, then hiked National Insurance, blaming unforeseen circumstances.
