One of my first responsibilities upon becoming Workplace Relations Minister two decades ago was to introduce a Bill to regulate the building and construction industry. It followed the report of the Cole royal commission into the industry which had been established by my predecessor, Tony Abbott. Justice Cole was unambiguous in his conclusions about illegal and unlawful practices in the sector.
